Urge President Biden to Adopt Three Principles for Wild Horse & Burro Program

While President Biden awaits Congressional approval of his nomination of Congresswoman Deb Haaland for Interior Secretary, we are calling upon YOU to urge the President to adopt three key guiding principles for the wild horse and burro program:

(1) protect the “Wild” in wild horses and burros*;

(2) ensure wild horses and burros get their fair share on our public lands; and

(3) fix the woefully inadequate “humane” standards for management actions.

These principles are straightforward and should be used to guide all government actions related to wild horses and burros. If implemented, our American icons will finally receive the fair and humane treatment they deserve!

Update on Caliente Complex Lawsuit

Early last week, The Cloud Foundation’s legal team was in court giving oral arguments in our lawsuit to stop the Bureau of Land Management from zeroing out (eliminating) all wild horses and burros from nearly one million acres in Nevada’s Caliente Complex.

This lawsuit is especially important because over the past 50 years, the BLM has zeroed out approximately 40% of the original Congressionally designated wild horse and burro habitat. We knew we had to do everything possible to stop this from happening in the 9 HMAs of the Caliente Complex. For more about the lawsuit and oral arguments, please click here.

Oppose Roundup of 1,000 Wild Horses in Western Nevada’s Surprise Complex

Sometimes it feels like it will never end – the Bureau of Land Management seems determined to eradicate of our iconic wild horses and burros. At the Cloud Foundation, we know one thing: we can’t give up! If we don’t keep pushing back, the injustice & brutality will continue until it’s too late.

If we keep fighting for America’s wild horses & burros, we WILL prevail.

Please take a minute to oppose the roundup of 1,000 wild horses and 11 burros in western Nevada’s Surprise Complex. The BLM refuses to give wild horses their fair share on the public lands of the Surprise Complex, where they allocate 84% of the forage to private livestock. The BLM also threatens these mares with Gonacon, a fertility control that shrivels and destroys their ovaries, eliminating important natural hormone production that is the basis of natural wild behaviors. These BLM actions challenge the resilience and genetic diversity of wild herds, threatening their very existence.

Protect the Wild in Wild Horses: Building a Fair, Humane Program

Last month we shared with you the good news that President Biden has nominated Congresswoman Deb Haaland (D-NM) to serve as Secretary for the Department of the Interior which oversees the Bureau of Land Management (BLM). Rep. Haaland’s Senate nomination hearing is expected to begin in the coming weeks. We will keep you posted.

In the meantime, we wanted to outline the basic tenets necessary to fix the rigged system that has scapegoated and wrongly demonized wild horses and burros for decades. In the coming weeks and months we will deliver this message to Congress and the new Administration… and we will ask for your help to make sure they hear the message loud and clear. Below are three foundational issues that will repair the broken Wild Horse and Burro Program.

First, Protect Natural Wild Horse Behaviors. Natural, wild behaviors are the basis of the wondrous and complex social structure of America’s wild herds. Without these natural behaviors, our majestic wild mustangs become simply ungentled pasture horses. When protecting natural behaviors is a priority, fertility control methods such as gelding, ovariectomies, Gonacon (all of which destroy natural behaviors) cannot be used.

Second, Give Wild Horses and Burros Their Fair Share on Public Lands. Currently, livestock is given more than 80% of the forage on Congressionally-designated wild horse and burro habitat. We must ensure these herd areas are, as the 1971 Wild, Free-Roaming Horses and Burros Act requires, “devoted principally” for the welfare of wild horses and burros. Restore the 40% of original herd areas that have been zeroed out for wild horse and burro use where possible.

Third, Establish Meaningful Humane Standards. The BLM’s current animal welfare program is inadequate and lacks transparency. Humane standards must include:

– transparency for the use of helicopters and trap pens by having GPS-live feed cameras for public access;

– prohibition of helicopter roundups in extreme weather (freezing or below and 90 degrees or over);

– restrictions on helicopters chases from the current unlimited miles to 10 miles.

In summary our message is: Protect the Wild in Wild Horses, Give Them Their Fair Share and Humane Treatment.

The Cloud Foundation Refuses to Give Up

The Cloud Foundation operates on a very small budget — but while we are small, we are mighty. This year we stepped out in faith because we knew we MUST ACT to stop yet another wipeout of wild horses on public lands.

Right now, we are the only thing standing between the 2,000 wild mustangs of Caliente and the BLM’s plan to eliminate them from one million acres of public lands in Nevada. They will all lose their homes, families, and freedom if we do not succeed.

This is a David and Goliath fight against a government agency. And the lawsuit is coming in at twice what our lawyers projected. That means we need to raise twice as much funding – nearly $50,000.

TCF relies heavily on the generous donations made at this time of year. We work hard to stretch every dollar as far as possible and we’re grateful for the trust you place in us when you donate. It’s especially difficult to ask for donations this year knowing many folks are hitting hard times due to the COVID pandemic.

If you can, we are asking you to donate now for Giving Tuesday. Please understand we have to ask not for ourselves, but for the animals we fight to protect.

The next 24 hours and the following few weeks of the holiday giving season are critical. They will dictate what we can accomplish to keep America’s wild horses and burros safe, wild, and free on our public lands.

Congress Set to Allow BLM to Rip Out the Ovaries of Wild Mares

Ripping out wild mares’ ovaries with chains. This is what the Bureau of Land Management (BLM) plans to do to our wild mares across the West… and as of right now, Congress is poised to approve & fund it. We apologize for the necessity of this gruesome photo, but please don’t look away. We need your help to stop this cruelty.

We are fighting this with all we have, and we need your support.

The “chain ecraseur” is used to blindly rip out the ovaries of a mare – and BLM is poised to take this chamber-of-horrors procedure into the field.

Welfare ranching on our public lands is behind this push to permanently sterilize wild mares. Taxpayers foot the bill, but wild horses pay the ultimate price.

The only way to stop this is to convince Congress it MUST NOT HAPPEN.

Ovariectomy, like gelding, is a form of sterilization that kills the essence of what makes our wild horses WILD – destroying their natural, biological, hormone-driven wild behaviors. BLM will use this to systematically destroy our wild herds.

We must reach Congress, but we cannot do it without your help.

The Cloud Foundation Works to End Roundups Forever in Stewart Creek HMA of Wyoming

I have always abhorred wild horse roundups, and The Cloud Foundation is committed to ending them… forever. The recent Stewart Creek roundup was very sad, but it was also a means to an end – the end being no more traumatic helicopter roundups.

In central Wyoming’s Stewart Creek HMA, we have an opportunity to demonstrate that wild herds can be managed with humane fertility control. Success here will encourage additional BLM offices to abandon the knee jerk, default strategy of calling in the helicopter contractors. Instead, volunteer efforts – like the newly formed WYWHIP – aim to manage wild horses on the range. BLM is pushing a Massive Extermination Plan for wild horses in southern WY to accomodate the Rock Springs Grazing Association’s livestock. RSGA leases grazing land from Anadarko, a subsidiary of Occidental Petroleum.

The Cloud Foundation Takes On Pendley’s Wild Horse Agenda

In early October, dozens gathered in Cody, WY despite the looming threat of COVID to attend the Free-Roaming Equid & Ecosystem Sustainability (FREES) Conference. The opening speaker? William Perry Pendley, the BLM’s defunct Acting Director.

Traditionally an anti-wild horse summit attracting livestock and rangeland groups across the West, last year the doors were opened to a more inclusive set of participants – advocates.

We now have a voice at the table. While that voice is often overpowered by anti-wild horse interests, we will NEVER stop speaking up for the animals we fight to protect. The Powell Tribune picked up our commentary on the “summit” – click here to read the story.

Help Us Stop BLM’s Inhumane Plan to Sterilize Wild Mares

There are a lot of things that happen to our wild horses that we don’t want to think about. But we must face these things now – because we must take action now.

First, they funnel her into a squeeze chute. She’s wild and terrified.

Next, she might be given a local anesthetic and a shot of antibiotics.

While the chute squeezes her body tight, a BLM-contracted veterinarian inserts a 1-foot metal rod with a chain on the end into her, to crush and rip out her ovaries.

This is not exaggeration. This is reality.

What may happen to our mare after the horrific procedure reads like a chamber of horrors: evisceration, infection, hemorrhage, and possible death.

Sterilization of this mare will kill the essence of what makes her wild — the natural hormones which drive the wild behaviors that astonish and thrill us in these iconic and spirited animals.

Why is BLM doing this?  It’s the age-old “follow the money” scenario.

The livestock lobby has deep pockets and that means deep influence. They’re pushing BLM to destroy America’s few remaining wild horse herds via sterilization — all to keep their “welfare ranching” Ponzi scheme in place.

U.S. taxpayers (that’s us!) lose HUNDREDS OF MILLIONS of dollars every year so ranchers can graze their livestock on our public lands. Outrageously, in federally-protected wild horse & burro habitat, their livestock are given [on average] 80% of the forage!

With your support, we can stop these barbaric surgeries and end this rigged system.

New Fiscal Year, Same Disaster Plan for Wild Herds

For the BLM, it’s a new fiscal year with renewed funding. But it’s the same disaster plan to decimate our wild horse and burro herds using massive roundups and inhumane sterilization procedures.

TCF needs your help today. We have a long and difficult road ahead.

Here are the facts. This year we MUST:

  • STOP the zeroing out of multiple Wyoming HMAs
  • STOP the creation of single-sex, non-reproducing herds
  • STOP BLM from killing the “Wild” in our wild horses through the barbaric sterilization of wild mares and stallions
  • WIN our legal battle to stop the zeroing out of 6 HMAs in the Caliente Complex of Nevada
  • CONVINCE Congress to protect natural, wild behaviors
  • STOP the devastation (removal of nearly half) of Cloud’s herd in the Pryor Wild Horse Range

We must accomplish all of this and more to protect and preserve the future of our wild herds. And we’re up against the massive machinery of the American government.
