Tell BLM to Put Cameras on Roundup Helicopters

Sick and old wild horses and burros and foals are terrorized, injured, and killed in helicopter roundups.

They are chased in extreme heat in the summer and below freezing temperatures in winter. They are driven countless miles — no one knows for sure how many, because no one monitors the helicopters.

Heavily pregnant mares are sometimes pursued so long and hard that they miscarry their foals, sometimes on the run, due to the physical stress caused by the chase.

We know how the Bureau of Land Management uses helicopters is inhumane — and The Cloud Foundation is dedicated to changing BLM policy, to get cameras on the roundup helicopters, trap sites, and roundup holding facilities.

Just like law enforcement cameras, this would help to ensure transparency, accountability, and added protection for our wild horses and burros.

The truth is, we WISH we could sue over everything that enrages us about the wild horse and burro program. Unfortunately, the ins and outs of wild horse/burro litigation aren’t simple.

Encouraging News for Wild Horses and Burros

This week Congressman Steve Cohen (D-TN) sent a masterful letter to Secretary Haaland and Bureau of Land Management Director Tracy Stone-Manning, calling on them to STOP the roundups and change the course of the Bureau’s failed roundup-and-stockpile system.

Congressman Cohen is a member of the House Committee on Natural Resources (which can hold the Bureau accountable) and a member of the Congressional Animal Protection Caucus.

The Caucus formerly supported the ASPCA/HSUS/Livestock Lobby’s Path Forward — so this letter is a big step in the right direction.

Congresswoman Dina Titus (D-NV) is also leading a charge to stop the roundups.

A longtime ally for our cause, Congresswoman Titus was deeply affected by recent graphic video captured by Wild Horse Education which showed a wild foal being driven in a roundup until its leg literally broke under the stress.

The Congresswoman is introducing a bill to END helicopter roundups as a method of “managing” wild horses/burros.

We believe her bill should be supported, not just because of the obvious animal cruelty, but because there is ample science to demonstrate that roundups DON’T work, not to mention the massive fiscal waste of the current paradigm.

Urge BLM to Ditch Roundup to Stop Inbreeding and Genetic Crisis Facing America’s Wild Burros

America’s wild burros face a genetic crisis due to the Bureau of Land Management’s (BLM’s) mismanagement of these hardy little animals. The agency keeps most burro populations so small that inbreeding is inevitable.

The only way to address this is to reduce livestock grazing and increase the number of burros on the range.

BLM’s unscientific “Appropriate” Management Level (AML) stands in the way of this humane alternative to roundups. In this rigged “AML” system, any animal over BLM’s arbitrary quota is considered “overpopulation.”

The BLM plans to decimate the Sinbad wild burro herd — removing 230 of the 290 burros. Leaving just 50 to 70 animals in the herd is literally “managing” the Sinbad burros to slow extinction.

Please take action NOW. Call on BLM to 1) ditch this ill-conceived plan, 2) reduce or eliminate livestock grazing in order to increase AML, and 3) manage these environmentally beneficial animals humanely with PZP.

Colorado’s Sand Wash Basin Wild Horses Need Your Voice

The Bureau of Land Management (BLM) is asking for public comments on a plan to remove 80% of the Sand Wash Basin herd located in northwestern Colorado. The agency wants to leave just 163 wild horses on the range – while they allowed the annual equivalent of over 180 cows to graze there last year.

Additionally, BLM is proposing fertility control methods that would destroy natural “wild” behaviors — including the use of Gonacon and artificially skewing the sex ratio which destroys wild horse social structure and increases stallion aggression.

Please join us in calling on BLM to humanely manage this herd on the range with PZP fertility control, and to allow the herd size to be reduced through natural attrition over time.

BLM Plans to Wipe Out Southern Nevada Burros

Last month we told you about the Bureau of Land Management (BLM) plan to eliminate burros from their own lands in California. NOW the agency is working to decimate the wild burro herds of Southern Nevada.

America’s wild burros just can’t get a break. BLM’s mismanagement keeps them at such low population levels that these gentle but hardy animals now face a genetic crisis.

PLEASE take a moment to speak up for the wild burros – and wild horses – of Nevada’s Lake Mead Complex.

Silence is complicity, so we MUST stand up and be heard. We can’t let America’s few remaining wild burros go without a fight!

Oppose Roundup of 1,000 Wild Horses in Western Nevada’s Surprise Complex

Sometimes it feels like it will never end – the Bureau of Land Management seems determined to eradicate of our iconic wild horses and burros. At the Cloud Foundation, we know one thing: we can’t give up! If we don’t keep pushing back, the injustice & brutality will continue until it’s too late.

If we keep fighting for America’s wild horses & burros, we WILL prevail.

Please take a minute to oppose the roundup of 1,000 wild horses and 11 burros in western Nevada’s Surprise Complex. The BLM refuses to give wild horses their fair share on the public lands of the Surprise Complex, where they allocate 84% of the forage to private livestock. The BLM also threatens these mares with Gonacon, a fertility control that shrivels and destroys their ovaries, eliminating important natural hormone production that is the basis of natural wild behaviors. These BLM actions challenge the resilience and genetic diversity of wild herds, threatening their very existence.

Protect the Wild in Wild Horses: Building a Fair, Humane Program

Last month we shared with you the good news that President Biden has nominated Congresswoman Deb Haaland (D-NM) to serve as Secretary for the Department of the Interior which oversees the Bureau of Land Management (BLM). Rep. Haaland’s Senate nomination hearing is expected to begin in the coming weeks. We will keep you posted.

In the meantime, we wanted to outline the basic tenets necessary to fix the rigged system that has scapegoated and wrongly demonized wild horses and burros for decades. In the coming weeks and months we will deliver this message to Congress and the new Administration… and we will ask for your help to make sure they hear the message loud and clear. Below are three foundational issues that will repair the broken Wild Horse and Burro Program.

First, Protect Natural Wild Horse Behaviors. Natural, wild behaviors are the basis of the wondrous and complex social structure of America’s wild herds. Without these natural behaviors, our majestic wild mustangs become simply ungentled pasture horses. When protecting natural behaviors is a priority, fertility control methods such as gelding, ovariectomies, Gonacon (all of which destroy natural behaviors) cannot be used.

Second, Give Wild Horses and Burros Their Fair Share on Public Lands. Currently, livestock is given more than 80% of the forage on Congressionally-designated wild horse and burro habitat. We must ensure these herd areas are, as the 1971 Wild, Free-Roaming Horses and Burros Act requires, “devoted principally” for the welfare of wild horses and burros. Restore the 40% of original herd areas that have been zeroed out for wild horse and burro use where possible.

Third, Establish Meaningful Humane Standards. The BLM’s current animal welfare program is inadequate and lacks transparency. Humane standards must include:

– transparency for the use of helicopters and trap pens by having GPS-live feed cameras for public access;

– prohibition of helicopter roundups in extreme weather (freezing or below and 90 degrees or over);

– restrictions on helicopters chases from the current unlimited miles to 10 miles.

In summary our message is: Protect the Wild in Wild Horses, Give Them Their Fair Share and Humane Treatment.

Congress Set to Allow BLM to Rip Out the Ovaries of Wild Mares

Ripping out wild mares’ ovaries with chains. This is what the Bureau of Land Management (BLM) plans to do to our wild mares across the West… and as of right now, Congress is poised to approve & fund it. We apologize for the necessity of this gruesome photo, but please don’t look away. We need your help to stop this cruelty.

We are fighting this with all we have, and we need your support.

The “chain ecraseur” is used to blindly rip out the ovaries of a mare – and BLM is poised to take this chamber-of-horrors procedure into the field.

Welfare ranching on our public lands is behind this push to permanently sterilize wild mares. Taxpayers foot the bill, but wild horses pay the ultimate price.

The only way to stop this is to convince Congress it MUST NOT HAPPEN.

Ovariectomy, like gelding, is a form of sterilization that kills the essence of what makes our wild horses WILD – destroying their natural, biological, hormone-driven wild behaviors. BLM will use this to systematically destroy our wild herds.

We must reach Congress, but we cannot do it without your help.

BLM’s Massive Roundups Underway

One of the largest roundups of the past ten years concluded last month. The Bureau of Land Management (BLM) reported that 1,825 wild horses and burros were removed from the Shawave Mountains Herd Management Area (HMA) northeast of Reno, NV.

Eleven horses and one burro were killed during the roundup. Five of these were senior horses, and three of those were killed for “missing an eye.”

Next week, BLM will start another major roundup to remove over 1,100 horses in the Diamond Complex just north of Eureka, NV. If the BLM 2020 Roundup Plan is fully implemented, 2020 will rank as the year with the highest number of wild horses and burros captured in the last 19 years.

Sept. Wild Horse & Burro Advisory Board Meeting

The BLM’s Wild Horse and Burro Advisory Board is holding their next meeting on September 23-24, 2020 via Zoom. Register by September 17 (first come, first served) to give public comments.

While this Board is stacked with anti-wild horse folks who support massive roundups and voted to send horses to slaughter, it’s important they hear from the American people they are supposed to represent.

Congressional Update

The Senate Appropriations Committee has not yet acted on FY2021 funding for the federal government. Committee Chairman Richard Shelby (R-AL) is threatening to not allow Committee markup of the funding bills. Markup is the process by which committees debate, amend, and rewrite proposed legislation.

It’s looking more unlikely that the FY2021 budget will be passed by Congress before the Fiscal Year (FY) ends on September 30th. This means Congress will likely pass a Continuing Resolution (CR) which will carry over the same funding from the last budget.

Wild Horses under Attack in DC & NV

Bad News from Washington DC: Take Action

Sadly, our elected representatives in Washington DC are pushing forward with full funding for the Bureau of Land Management’s (BLM) Wild Horse Disaster Plan which details massive roundups and includes the agenda to kill the “wild” in our wild horses through controversial surgical sterilization.

On Friday, the House Appropriations Committee passed the Fiscal Year 2021 budget of $122.6 million for the BLM Wild Horse and Burro program, despite the agency not having a “well-defined action plan.” This is more than a 25% budget increase from FY20. While the bill includes a prohibition on killing healthy horses, there is no guarantee that horses will not continue to end up at slaughter auctions. FY21 Appropriations now heads to the Senate.

We must convince the Senate to protect the “wild” in our wild horses and ensure that the extra money is dedicated to humane on-the-range management. Please take quick action today to speak up for these iconic animals.

Oppose BLM Elimination Plan for Moriah Herd in Nevada

The BLM is working fast & furious to wipe out America’s wild horses from the landscape of our public lands. Now the BLM Ely District, in eastern Nevada, is proposing to eliminate, or zero-out, all wild horses in the Moriah Herd Area – more than 700 wild horses are set to lose their homes, freedom, and families. Based on BLM’s history, at least some of these horses will end up in the slaughter pipeline down the road. Of course, true to their usual form, the BLM will continue to allow livestock grazing on these same public lands.
